Regarding time dilation as one approaches the speed of light?

How can this occur if 2 twins, 1 on earth while 1 accelerating away, see each other as the one that is approaching light speed. Are not each of them the “stationary observer” with the other twin being the one that is moving at light speed. Then would not their time diation figures cancel each other out since each sees the other as the one that is aging or visa-versa?

No. First of all, travel at or faster than the speed of light is not possible so we can drop the fictional theories based upon ‘what if’. Time dilation becomes noticeable at rates of about 1/10 light speed. Your question is based upon not knowing which twin is travelling near light speed. This is not a good basis. It is not visual perception which dilates time but the ACTUAL travel speed attained by the one in the ‘ship’ shall we say. We compare the wristwatches of the twin in the ship to the wristwatch of the twin on the planet. If we were to somehow connect a video transmission between the two twins, it would be the twin on the planet who ages more rapidly. The phenomenon would have nothing to do with any visual interpretations about which one APPEARED to be travelling or standing still. The twin in the ship is not stationary. The concept of one twin travelling faster than the other twin is not an illusion. If one wanted actual proof of which twin was travelling nearer to light speed, the twin in the ship would notice space bend around him/her and would be able to see things behind him/her that now appear to be at his/her side or in front of him/her. The stationary twin would not see such things. Time for each twin would however appear normal to both twins. Time for the twin in the ship does not go in slow motion.

Time dilation has been proven in several experiments. One can google it for more info. The time dilation theory is proven fact.

To the person who believes that time is an illusion and does not exist, let’s talk again when you are old and grey like me.
