I want someone like a carpenter or specialist to design me gym equipment?

I want a rowing machine that incorporates the plate loaded method. So basically I’m wanting someone to design me a cable row machine with a movable seat, like a rowing machine.
Using a resistance of about 20Kg would be an amazing rowing workout.
Is this possible or how would you suggest I go about finding someone who can make this to my specifications?

I don’t know how you ind one, you might do better in a different section.
