Pokemon R/S/E: How do you remove the black hole in secret bases?

In Pokemon Ruby, Sapphire and Emerald versions, there are some secret bases that have rooms blocked off by black holes. I have not been able to find a way to get over this obstacle to use the rest of the base, so I’m wondering if you must do something to unlock it or if there is a certain Pokemon power that can be used to remove the hole.

Yeah there’s something you have to do to ‘unlock’ the black holes.

You know random events that happen on TV? Like, a bunch of Eevees on Route 117, or a blowout sale in Lilycove Department Store? Well, wait for a Blowout Sale in Lilycove Department Store, and go to the rooftop of the store on the day the TV says it’s on. You’ll find a huge sale. What you do to cover the holes is to buy a few wooden planks and fill the holes with those. You need some money to buy them though, so be prepared. (I think it was about 2000 Pokedollars per board–expensive for a wooden board ^~^)
