a 18 hp Briggs Stratton push rod is oil going in the top or bottom. It also makes the two push rods have limits on values?

trying to ascertain if the two valves that are supposed to have caps on the stem. and the push rod is in the top of the motor shaft is a lie Thrust into a car.It has a bar that has a hole in the center that allows oil to go through it. Also, when I put my head there was a limit at the top of the valve stem. Trying to figure out if the two valves should have them.

're talking about the oil deflector that goes on the crank?
