Pullers Set

How I can get the wheel nut on the steering wheel hub?
I replaced the lock cylinder on a 94 chevy 1500. I finally got the ring back in place stopping the lock plate, after putting all the other parts under the steering wheel to which they belong (turn signal, etc. ..) I'm trying just putting the wheel back into the shaft with only putting in and tightening the nut i had to take off in the early stages. This is to prove another headache. Once the steering wheel is on the y axis, down relatively lightly by hand, there is the axis on the level with the center hole of the wheel, another words, is like the hub is not enough because I can not get the nut on the axle once the wheel is turned. What is the problem? I did not need the flywheel puller to put the wheel back ,????
The steering wheel has to be pushed down further. Everyone has to push harder or the ring is in the wrong place.
