When you watch a DVD widecreen a widescreen monitor is a way to get a complete picture?

I just bought a new laptop has a 17 "widescreen. I tried to watch two DVD in widescreen and when I tried I have yet to see two large black strips along the top and bottom of the monitor. Is there any way to get the image to fill the entire screen as a full-screen DVD right? I thought that if you see a screen widescreen DVD on a widescreen monitor the image to fill the entire screen? Is there any way to change the settings for the film to fill full screen? Please help!

widescreen movies widescreen proportions remain different, although both are widescreen. Normally 16:09 and 16:10, so there will still be bars. If you get rid of the bars, you stretch and distort the video, or losing side like when you see the entire screen.
