What could be the causes of the electric seat warmers taking a long time to heat up?

They’re taking a long time to warm up and when warm, not nearly as hot as they used to be.

Most of the seat warmers i have seen have a high and a low setting. sounds to me that your High setting is not working for some reason. There may be 2 heater coils in the seat and the High coil is burned out or something. Check the switch too see if it is working ok. Could be a fuse on the hi setting too – ck that.
