I need help with a problem im havig trim paint my car dashboard? Click to get the whole thing.?

I started painting I scratched Duplicolor vinyl and fabric spray paint and paint after I saw a patch on the piece was the painting that is filled with rough and sand the whole piece down and painted the same problem occurred twice on the same points. i clean the surface and all that there is anything I can do to the paint stick the only thing I can think of is manual, but if that fails I do not know what else to do.?
