93 chrysler transmission will not upshift until I release the gas pedal?

It only seems to happen going from 1st to 2nd gear fluid and filter replaced and it did not help. It is a 93 plymouth sundance 2.2 engine auto trans.
Ok, update, today it is acting better it shifts on its own, but it still hesitates (sometimes) starting from a dead stop. Kind of like driving thru sand? Then when it gets going it is fine, again only sometimes, sensor?

If it has a cable to shift with, adjust it by tightening the cable by pulling the slack out of it and pressing the accelerator pedal to the floor and releasing it.
