Could a fuse be bad if it works sometimes?

i think there is either a bad fuse or bad ground wire on my car. once in a while the car will have no power at all till i fool around with the fuses and ground wire. is it possible for the fuse to be bad but work some of the time? its a cartridge fuse. so for example if the piece of metal was broken but when you pull it out and push it back in the piece of metal reconnects? or something…..

The fuse is not bad. It is probably a loose wire connestion somewhere.
